Well I didn´t know this about you.
There a much easier way how members can submit pictures.
Just look for "admin area" at the top of the profile-page.
Clickind it, it ill allow you the group´s settings...one of them is mangae members. There you can enable or disable different things for each kind of member. For sure the ability to submit deviations as well too. Hope my explanation was good enough to follow.
